[cocotb] Cocotb at ORConf 2019

Hi all,

The FOSSi Foundation is running ORConf, an open source digital design
conference, in Bordeaux, France over the weekend of September 27-29.

Last year's ORConf saw a meeting of the Cocotb minds which was very
constructive. It would be great to see that happen again this year,
particularly considering the amount of action the project has seen
over the past 12 months.

So I'd like to extend an invitation to all Cocotb developers and users
to join us in Bordeaux for another session, and encourage as many of
you as possible to present on your work on or with the project.
